I doubt Herrera will be back at 113 but he comes in as a two-time returning state champion so he has a great head start at the rest of the group. Surprisingly he is not ranked in the country, although he has been at the top before, but he comes back ready to make it three. After that there are five other state place winners ready to “take a shot at the champ!” After that, there is a ton of depth with all Regional placers to fill the rankings.
