Doesn't seem like it should be since you have a head and an arm laced in the move, but refs call all sorts of top position moves that lead to pinning combinations locked hands when they shouldn't

From his starting position he is going from neutral to a pinning position, so that is not considered locked hands. However, if you locked that move of from a top position would that be locked hands?

I'm guessing some of the ref out there would stop the match and call locked hands before actually thinking about the hand position and realizing they made an idiot call.

He already had the takedown, but got backpoints from the technique.

Its called the clamp, (it is not a front headlock, even if Smith calls it that) and Chertow has it on his tilts & turns tape. Seeing Smith execute it helps show how it can be used. As you can see, there is a little difference in how it looks live vs how Smith shows it in a demo situation.
For the naysayers, anything that works in a D1 college match is legit. Just because you haven't seen it before or don't think you can use it is no reason to dismiss it.

Looks pretty effective here and Mueller is no slouch, he is a solid wrestler.

I don't think this should ever be used as a first line of defense or counter-attack BUT in a desperation moment, 30 seconds left, down by 3, I can see baiting your opponent into a leg attack then using this funky move which most people on the attack would never expect and go with it. Worth a try!
