excellent scramble superb job by the referee lettingthe wrestler wrestle out i wish more refs would allow the wrestler to scramble instead of being control freak trying to control the flow of the match let em wrestle for petes sake

That stalling call is because Steve was just laying on the mat on bottom, making absolutely no attempt to base up or get out. It was quite obvious...
