From the NCAA rulebook:

5.12 Figure-Four Scissors
The figure-four scissors is a technical violation when applied by the
offensive wrestler around the body or around both legs of the defensive
wrestler, or around the head, with or without the arm included, in a neutral position by either wrestler.

You can figure 4 just the head, but not a head and an arm together (which is what he did). I think if you've got the head and the arm then you are considered around the body, so only scissors are allowed.
